First Batch of Provincial “Bronze Tripod for Safe Development” Awards Announced: Lishui City and Five Subordinate Counties (Cities, Districts) Receive Highest Number of Awards in the Province

On May 7th, the Zhejiang Provincial Committee and Provincial Government awarded the first batch of “Bronze Tripod for Safe Development”. A total of 24 counties (cities, districts) from five prefecture-level cities received this honour. Among them, Lishui City, along with Liandu District, Longquan City, Qingyuan County, Suichang County, and Jingning She Autonomous County, were all awarded the “Bronze Tripod for Safe Development”, making it the city with the most awards in the province.

The “Safe Development Tripod” is the highest award established by Zhejiang Province in the fields of production safety, disaster prevention, mitigation, and relief. According to the evaluation criteria, the Provincial Committee and Provincial Government award the Bronze Tripod, Silver Tripod, and Gold Tripod respectively to prefecture-level cities that have not experienced a single accident causing 10 or more deaths or natural disasters for five, seven, and nine consecutive years, and to counties (cities, districts) that have not experienced a single accident causing three or more deaths or natural disasters for the same periods. This initiative aims to guide and motivate localities to firmly establish a safety development concept, promoting high-quality development and a positive interaction between high levels of safety and development.

“Since the establishment of the emergency management departments following the 2019 institutional reform, our city has adhered to the principle of ‘putting people and lives first’, vigorously advancing the identification and rectification of production safety hazards, the prevention and response to natural disasters, and the construction of grassroots emergency systems. The city’s production safety situation has remained stable,” stated a representative from the Municipal Emergency Management Bureau. The official added that Lishui City focuses on the goals of “preventing major accidents, reducing significant accidents, and minimizing general accidents” in production safety and “no fatalities, fewer injuries, and less damage” in natural disasters. The city is committed to building a comprehensive safety and emergency management framework, ensuring a continuously improving safety situation. For five consecutive years, there have been no accidents or disasters causing 10 or more deaths.

In recent years, Lishui City has introduced the “Lishui City Production Safety ‘Double Explanation’ Work System”, which stipulates that following an accident of a certain severity, the main responsible officials from the county (city, district) government where the accident occurred, as well as relevant municipal functional departments, must report to the municipal government’s executive meeting. This measure further tightens and clarifies safety responsibilities. Annually, the city conducts comprehensive safety production governance, risk elimination, and major inspections and rectifications of safety hazards. These efforts have resulted in a 100% inspection coverage rate of market entities with business registrations and the dynamic elimination of safety risks and hazards.

To date, Lishui City has created 55 national comprehensive disaster reduction demonstration communities, 37 provincial-level disaster reduction demonstration communities, and established 1,453 standardized disaster avoidance and resettlement sites. Comprehensive emergency rescue teams have been set up in all nine counties (cities, districts), the Lishui Economic Development Zone, and 173 townships (subdistricts). A cooperative mechanism among the provincial, municipal, and county levels and various departments has been established, promoting the formation of an integrated emergency rescue system.
