Ensuring Enterprises Understand and Implement Support Policies: Special Event for “32 Zhejiang Policies into Private Enterprises” Held in Lishui

On the afternoon of May 15th, the special event “Government Services Go to Private Enterprises - 32 Policies in Zhejiang” was held at the Lishui Municipal Administrative Center. Officials from nine departments, including the Municipal Development and Reform Commission, the Municipal Bureau of Economy and Information Technology, the Municipal Science and Technology Bureau, and the Municipal Human Resources and Social Security Bureau, took turns presenting. They provided explanations on policies related to Lishui’s private economy, focusing on the “8+4” enterprise-related policies. These policies cover eight key areas (expanding effective investment, technological innovation, cultivating the “415X” advanced manufacturing industry clusters, high-quality development of modern services, building a world-class port and a strong transportation province, expanding domestic demand and opening up, rural revitalization and urban-rural integration, and ensuring and improving people’s livelihoods) and four support lists (financial and fiscal policies, natural resources, energy, and talent). Both online and offline sessions were held simultaneously to interpret these policies, aiming to ensure their effective implementation and support for the private economy.

The private economy is a driving force for advancing Chinese-style modernization. It is Zhejiang’s greatest feature, resource, and advantage, and a crucial foundation for Lishui’s high-quality development. In 2023, Lishui’s private economy continued to grow, with the number of market entities exceeding 350,000 for the first time, injecting strong momentum into Lishui’s modernization.

To support the development of the private economy, Lishui has introduced a series of policies over the past year, including those related to the private economy and the “8+4” initiative. These policies have created an environment for businesses that reduces costs and increases efficiency, ensures fair competition, and provides effective and pragmatic government services and a just legal environment. These efforts have significantly propelled the advancement of Lishui’s private economy.

In 2023, Lishui City implemented various tax and fee incentives totaling 8.719 billion yuan, disbursed 4.82 billion yuan in subsidies, and reduced the burden on enterprises by 8.5 billion yuan. The “3 x 70%” targets were fully achieved: approximately 70% of government-guided funds were directed towards private enterprises; about 70% of the demand for land was met by coordinating new and existing construction land across the province to support private investment projects; and around 70% of the newly added annual energy consumption in the province supported private investment projects. The proportion of agreed investment amounts from government industrial funds reached 92.2%. Additionally, 16 financial policies were implemented to support the development of the private economy, resulting in a total loan balance for private enterprises in the city reaching 240.832 billion yuan, an increase of 37.121 billion yuan from the beginning of the year. The city also added 52,000 new skilled workers, maintaining the highest growth rate in the province for two consecutive years, including 20,500 highly skilled workers.

Policy support has been continuously enhanced, and resource guarantees have also kept pace. In 2023, Lishui introduced 123 measures to implement the provincial “8+4” policy initiatives, with a total fiscal expenditure of 21.75 billion yuan, including 12.559 billion yuan allocated by local finances. In March this year, building on last year’s “8+4” policy framework, Lishui iteratively developed a list of 168 implementation measures, providing stronger and more precise policy support and resource guarantees to vigorously drive economic growth.

Notably, Lishui City has iteratively upgraded the “Lishui Immediate Policy Delivery - Policy Finds Enterprises” system, transforming the process from “enterprises seeking policies” to “policies seeking enterprises”. This ensures that all eligible policies are made available and that all relevant data is comprehensively collected. To date, 8,868 transactions have been completed through this system, disbursing a total of 2.839 billion yuan and benefiting 4,559 enterprises. Among these, 318 items were disbursed through the “enjoy without application” method, amounting to 835 million yuan.

Furthermore, Lishui City also focuses on key areas such as technology, finance, and talent, annually addressing ten crucial and broadly beneficial projects for enterprises. In January this year, Lishui identified ten key initiatives for 2024 to support enterprises, including helping companies expand their markets, precisely cultivating specialized and innovative (“l(fā)ittle giant”) enterprises, improving the city (county) leaders’ pairing mechanism with enterprises, and expanding and enhancing the service voucher program for small and medium-sized enterprises. These measures aim to further advance value-added service reforms and address the urgent and pressing needs of businesses.
